The pace bowler has taken over 300 dismissals in 71 Test matches with an stellar bowling average.
Australia's selection chief Bailey has declared that pace spearhead Cummins will play a "major part" in this winter's England-Australia contest.
There were concerns that the veteran bowler might miss the series due to a persistent back stress problem that was still troubling him.
Earlier indications from the Australian camp suggested no final decision had been made regarding his involvement, with the Test matches set to start on November 21 in the WACA.
The selector shared that his recovery is on track and remained hopeful about the prospects of taking part.
"We're aware that the clock is ticking and various factors involved, not only the back issue, but other factors as well," the selector added.
"It's positive. We firmly believe that he's going to play a key capacity. With luck starting in Perth. Should that not happen, we'll reassess."
Injury History
Cummins was ruled out Australia's limited-overs series against New Zealand and India in the previous weeks after examinations confirmed a lumbar bone stress.
He has a history of back injuries, with flare-ups in multiple past seasons leading to absences from three Australian summers in four years.
Cummins stated he would be proactive in his approach in his recovery plan to secure his spot for the series.
He mentioned that it was unclear if Cummins had begun bowling as part of his rehabilitation but acknowledged it was "pressing" for him to recover fully for the initial match.
Alternative Arrangements
In case of absence, ex-skipper Smith will lead the side.
Versatile player Green was withdrawn recently from Australia's squad for their ODI contests against the subcontinent side as a preventive step because of discomfort in his torso.
He labeled it as a "minor" injury and mentioned that he's scheduled to appear in the domestic first-class competition, so will be "in a good place to resume bowling."
"Extensive planning has gone into developing the strategy for him to participate for the opening match as an batting and bowling option," he elaborated.
"He was only going to play the starting games in any case. The way he swings the cricket bat in white-ball cricket, should it hinder progress for another day, we just made the decision to approach this more conservatively."
